my biggest concern over paid mods is the fact that the most popular mods tend to be the ones that fix issues with the base game. I'm afraid that this will make devs lazier and incentivized to put out shoddy games, let a modder create a fix mod, then charge for it. :/

That's one of the concerns that was voiced on an 8chan thread I read awhile back. The video game industry is a cancer and I feel glad that I'm kinda drifting out of video games.

Do developers charge to fix games to begin with?

It would be the most insane decision to grab a mod and decide to charge for it.
If anything, it would be the mod creator being greedy.
...unless the devs go to the mod creator and beg him/her to charge for the mod.
