I figure it is more, they figured out something that sounds really exciting on paper, but in reality it isn't to exciting. so they don't want to announce it until close to release to give people less time to figure out that the cool sounding thing is actually rather meh.

I mean they at one point said they weren't announcing it in fears that sony/microsoft would steal the idea. which really begs the question... what type of idea could be easily stolen in 6 months time given ideas that go into consoles typically take years to research and develop and set up manufacturing for.
