This kinda fits 50% of that description. Has space police and a flamboyant guy, though he is sometimes an antagonist. I don't think he wears a dress or panties, but that part sounds familiar.

In other words, It's a well written show that not only entertains, but also makes you FEEL.

Boku no Pico is the first thing someone will post anywhere as a response to a question like the one Mazar asked. Hell, loom tried to get you like that too, but you didn't fall for it. It's been posted in a bunch of different places, comment sections, forums, etc. I'm just surprised he never encountered it. Oh well, was funneh.
